(Innovative Cluster for Radiological and Nuclear Emergencies)
INCLUDING is a Cluster of RN practitioners, operators/managers of training facilities, demonstration sites, and testing workbenches and innovation developers (academia, research centres, industries, SMEs) structured in order to provide affordable RN resilience through advanced managing of training infrastructure and better integration of innovative solutions and methodologies in prevention and response systems for enhancing the safety of European citizens.
ENEA is the Italian National Agency for New Technologies, Energy and Sustainable Economic Development. It has currently about 2.700 staff members in the headquarters in Rome and in 12 main research centers distributed all over Italy. ENEA is the Italian Agency appointed for Nuclear Safety and Security. ENEA participates in Euratom research projects on technologies for intrinsically safe fourth generation nuclear fission and is considered a leader in the fields of non-proliferation, safety of nuclear installations, metrology. It also provides support to competent authorities for the management of treaties on nuclear issues and of radioactive waste and orphan sources and for activities related to decommissioning.
It operates two nuclear reactors for research in the ENEA Casaccia Centre (north-west of Rome) where is also located the larger national deposit for nuclear waste. The Centre is equipped with al the most updated infrastructure and technologies for responding to a radiological and nuclear emergency and it runs yearly a full-scale exercise with the involvement of first responders and mass evacuation of more than 1.000 workers inside the centre. The Centre has been home to a large-scale exercise in the RN activities of the EDEN project. In addition ENEA, with its consolidated technology background and unique competences, has been involved since the early beginning in the development of innovative tools for Security. ENEA representatives act in close contact with international institutions (EC, NATO, EDA, IAEA), sitting in clusters of excellence, to support with its expertise the upgrading of present legislation, and technologically contributes to specific projects (from capability to demonstration).
In 2013, the Diagnostic and Metrology Laboratory of ENEA received the Excellence Medal in Science and Technology from the Department of Homeland Security (DHS) USA for the participation in the NATO NRC STANDEX program.
ENEA is a Coordinator of the INCLUDING Project and leader of Work Package 1 – Project Management. ENEA will be contributing to almost all the WPs and will organize a Joint Action in its nuclear centre of Casaccia, another Joint Action with a table top exercise in the Centre in Bologna, one edition of the Annual Workshop and in collaboration with a third party (LUMSA University of Rome) it will organize the Workshops on EU RN Training Framework.
