Cyberattacks, information influencing, and economical, political or military pressure are incidents that put our safety and security at risk. These incidents, especially their combination in wide time span, are known as hybrid threats and the EU has taken steps in recent years to address them. However, since hybrid threats are constantly changing, our response also needs to keep pace. The EU-funded EU-HYBNET project will focus specifically on “enhancing pan-European measures to counter” hybrid threats, as well as on the development and building of a European network for the sector. To identify the most urgent needs and innovations for countering hybrid threats, the project will bring together practitioners and stakeholders. It will undertake in-depth analysis of the gaps and needs and test the most promising innovations (technical and social) and recommend the innovation uptake and standardization.
